There aren’t a lot of options with duos, but here are a couple looks I’d try:
1. Bright blue on the lid, light blue to blend above crease and highlight inner corners, black liner all around the eye and mascara.
2. Light blue on the lid, black liner on the upper lashline and lower waterline and bright blue on lower lashline as a liner, mascara.
The light blue can be used with a soft black to create a pretty black-icy blue smokey eye as well!

Well okay – maybe the dark blue as a liner, heh.
I would rock that like a smoky eye, but in blue. Definitely not for work, I’d use it for night time.
